This seems pretty straight forward, but knowing the Japanese bureaucracy, there are many do's and don'ts in order to get your withdrawal approved faster.
The fastest approval can take 2 months, while the average is around four and a half months according to this website. The withdrawal form stated that the office would take 6 months to process the application.

If you pay attention to detail when filling the form, you do not need agents to do the job for you and can get the payment quick. First, decide if you want the payment made to a bank in Japan or a bank overseas. Whichever the case, you need a bank stamp/seal on the form as proof that the bank has endorsed your application. If your bank does not have a seal, then get them to write a letter identifying your bank account.
As I routed payment to my Japanese bank account, I had to bring the form to the bank before leaving Japan. I still use my Japanese bank to pay my mortgage, plus I would not lose any exchange rate fees routing to a bank overseas. The pension office would not know the existence of your properties if you do not state it in your application form.

In your case, how long it took you to have the refund? I mailed mine last year but got a letter from them saying I have to contact the place where I lived to informed them that I left Japan ( I also did not surrender my Alien Card when I left). I did what they asked me and submitted my corrected application again last month. One more thing, did you say, you can call them for follow up but it should be in Japanese? My japanese is very limited so for sure if I will call, they will not understand me.
It took me close to 1 year to get my refund. The Japanese pension office usually do not speak English. I do not know if they will make an exception if you made a request. The place where you lived would also ask for your gaijin card. So you need to write a letter stating you had left Japan as a formality. Photocopy your passport page that shows the stamp "Departed Japan".

The 20% tax is a guaranteed entitlement but you have to apply it with the Tax agency. You will have to get the assistance of a friend living in Japan to visit the tax agency with a document of your pension refund receipt. You will get that soon by post once the transfer has been made. It may take 2-3 months after you have filed your tax before the 20% tax appears in your bank account.

Now I am stuck in India because of Family obligations and planning to apply for pension. How Should I proceed while applying for pension? Please advice me.

Yashu, I suggest just apply for the withdrawal of your pension by filling up the form. Since you have not returned the alien card at the airport, just forget about it. The ward office would not want your alien card. If they ask, just say you either lost it or was not sure if the airport collected the card. Many people have also not surrendered the alien card but got their pensions.
What you need to do is to fill the form according to the instructions. You do not need to write a letter to the ward office as they may not understand your request other than for you to fill the forms provided.
Thanks for your reply Philip. It’s not possible to surrender alien card in Japanese Embassy in Bangalore India. They mentioned to me I need to go back to Tokyo to surrender the alien card which is not possible for me. I will send the pension documents as mentioned by you to pension office in Japan. It’s mentioned in earlier comments by you and other lady that they will ask to send letter to ward office about my departure. I will do the same whenever they will ask me to do.
